Description/Special Instructions The City of Elk Grove is now accepting applications for the position of PUBLIC WORKS INSPECTOR I/II Public Works Inspector I: $69,486.00 - $93,131.00 AnnuallyPublic Works Inspector II: $73,773.00 - $98,877.00 AnnuallyThe City of Elk Grove Public Works Department is seeking a Public Works Inspector I/II in the Operations & Maintenance Division. This position may require some evening and weekend work.The ideal candidate will have knowledge of or experience in the inspection of variety of public works construction activities, including asphalt removal and placement, slurry seal, micro surfacing, cape seal, ADA improvements, sidewalk/driveway installation, traffic control and project safety, and inspection of sidewalks as it relates to public safety. This position will work on a variety of projects, provide daily reports, and produce meeting minutes from pre- and post-construction meetings and other reports as necessary to document activities. This position requires excellent communication and interpersonal skills to support positive working relationships with contractors and a diverse community, in addition to excellent organization skills to manage multiple projects simultaneously. The Department currently has one vacancy at the Public Works Inspector I or II level. Placement will be made dependent upon the qualifications of the candidate. The selected candidate will be notified of the level of position available prior to references being checked. SUMMARY DESCRIPTON Under supervision, performs a variety of skilled technical field and office engineering work involved in inspecting construction activities on assigned public works projects; ensures conformance with approved plans, specifications, and City standards; maintains records and prepares reports on projects inspected; and performs related work in support of assigned area of responsibility as required. DISTINGUISHING CHARACTERISTICS PUBLIC WORKS INSPECTOR I is the entry-level classification in the Public Inspector series. Initially under supervision, incumbents perform more routine assigned tasks while learning related policies, and procedures related to the department, division or program assigned. Public Works Inspector I is distinguished from the Public Works Inspector II classification by the level of supervision and performance of less than the full range of duties assigned to the Public Works Inspector II. As experience is gained, there is a greater independence of action within established guidelines. PUBLIC WORKS INSPECTOR II is the journey level position in this series and performs at a higher level of responsibility. Positions in this class are flexibly staffed and are normally filled by advancement from level I once the incumbent meets the qualification standards of level II, demonstrates an ability to perform the full scope of work and meets performance expectations. Incumbents are not automatically promoted to the higher level; the needs of the department determine the level of assignment. The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Inspects the construction, repair, and/or alteration work on assigned public works projects including streets, gutters, curbs, sidewalks, parking lots, water and sewer systems, storm drains, underground improvements, street lighting systems, landscaping, landscaping irrigation systems, facilities, subdivisions and other City capital projects; inspects materials, methods, and procedures for conformance with plans and specifications; enforces and observes testing of materials; reviews test reports; performs final inspection upon completion of project. Reviews plans, specifications, contract documents, and other technical data to ensure conformance with City and State standards and codes; recommends and/or makes changes as necessary. Serves as project manager on assigned projects to ensure that contractors meet designated construction schedules and commitments. Organizes and coordinates the scheduling of work between developers, contractors and the City. Answers questions, provides information, and confers with property owners regarding project schedule, hazards, and inconvenience; coordinates work with other City departments and utilities to resolve interferences and conflicts. Meets with representatives of utility companies, contractors, engineers and other public agencies regarding construction plans and specifications. Compiles detailed data on construction progress and inspection results; issues notification letters to contractors; maintains a variety of records and files; prepares various reports and logs on daily operations and activities. Records amounts of materials used and work performed; prepares necessary reports for progress payments; recommends acceptance of completed construction work or requirement of additional work upon completion of project; prepares and records change orders; and coordinates design alterations between City staff and contractors. Conducts pre-bid and pre-construction conferences; prepares contract documents; prepares cost and budget for projects. Conducts permit inspections, site inspections, and makes recommendations for development projects; field check permit applications; issues permits. Inspects adjacent properties for damage from construction activity due to encroachment permits from land development and public works projects. Performs surveying as directed. Prepares required state and federal inspection reports and documentation; enforces and documents adherence to various environmental requirements. Responds to public inquiries; provides information within the area of assignment; investigates and resolves citizen complaints in an efficient and timely manner. Maintains awareness of new trends and developments in construction methods and materials; incorporates new developments as appropriate. Addresses public safety in construction zones; advises contractors of issues related to public safety; assists in detour planning, sign placement, and other traffic control measures. Performs related duties as required. Qualifications QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Operations, services, and activities of a public works inspection program. Methods and techniques used in the inspection of public works construction projects. Basic principles and practices of civil engineering as applied to the planning, design, construction, and maintenance of public works and building projects. Methods and techniques of engineering principles, construction plans, and specification review for compliance with established construction standards. Methods used in property location, topographic, and construction survey work. Principles, methods, materials, equipment, and safety hazards of construction. Real property description and practices. Mathematics principles and practices. Occupational hazards and standard safety precautions. Principles and procedures of record keeping and filing. Technical report writing and preparation of correspondence. Drafting and mapping. Pertinent federal, state, and local codes, laws, and regulations. Ability to: Perform inspections on a variety of public works projects. Interpret and apply laws, regulations, codes, ordinances, and policies governing the construction of public works projects. Perform various mathematical calculations. Prepare and maintain records, drawings, and reports related to construction activities. Take coaching, instruction, and feedback with a cooperative and positive attitude. Make complete and accurate field notes and prepare clear and concise reports. Safely operate a variety of tools, equipment, and assigned vehicle. Understand engineering principles and apply to construction projects. Inspect and analyze construction procedures and interpret code violations. Assist with the work of a survey party. Gain certification and training in various specialized maintenance, construction and emergency tools and procedures as required by OSHA and needed by the organization. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines Minimum Qualifications for Public Works Inspector I: Education/Training :Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in public works inspection, civil engineering, or a related field. Experience : Three (3) years of increasingly responsible experience in construction inspection, project administration or public works maintenance. Experience with a municipal or county jurisdiction is preferred. License or Certificate : Possession of a valid California driver's license. Minimum Qualifications for Public Works Inspector II: Education/Training: Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in public works inspection, civil engineering, or a related field.Experience: Four (4) years of increasingly responsible experience in construction inspection, project administration or public works maintenance. Experience with a municipal or county jurisdiction is preferred.License or Certificate: Possession of a valid California driver's license.
